This document can only be obtained within Ukraine through the territorial offices of the State Migration Service. However, the Consulate can assist in verifying your identity and citizenship, providing notarial certification, and issuing a Temporary Travel Document if you need to return to Ukraine to apply for the ID card there. For consular registration or other services, you should present your valid Ukrainian passport for foreign travel or an expired one together with proof of citizenship, such as a birth certificate or previous ID.
